Our Council Members



Barry Rafe - President


Barry has held senior consulting positions as a strategy partner at Accenture; head of financial services at Trowbridge Consulting; senior manager with AMP; and CEO of Mellon Bank’s Australian operations. He presents governance courses for the Australian Institute of Company Directors and recently achieved first class honours in Philosophy at Sydney University. Barry served as Institute President in 2011. He is also a past director and treasurer of the Responsible Investment Association of Australasia and of ASFA.

Nicolette Rubinsztein - Senior Vice President


Nicolette is a non executive director at UniSuper, SuperEd and Onepath Insurance. Prior to that she was a General Manager at Colonial First State/ CBA for 14 years and also on the board of ASFA for eight years. She is a graduate of AICD and also has an executive MBA from the AGSM. She is a UNSW Alumni Leader and on the  Macquarie University Faculty of Business and Economics Advisory Board. Nicolette is also author of the book, Not Guilty, about career mums.


Hoa Bui, Vice President


Hoa is a Director of KPMG Actuarial Pty Ltd. She joined KPMG Actuarial as a partner in 2004, bringing 20 years’ experience working in large and small life insurers. Hoa now manages KPMG’s actuarial life insurance/financial services practice, a full service actuarial consulting practice, which incorporates risk management and claims & underwriting advice.   


Andrew Brown

BSc, DipEd, FIAA, FFin

Andrew is a Director at lead.first where he partners with clients to address their business strategies through developing effective leadership mindsets and practices. He also consults to Swinburne University of Technology, and lectures in Actuarial Practice and Control (Honours year) at The University of Melbourne. He has previously held senior executive roles as Chief Actuary for AXA Life Singapore, CFO for Philippine AXA Life and Head of Learning and Leadership Development for AXA Asia Pacific Holdings.


Ann-Maree Cook


Ann-Maree has experience across superannuation, life insurance and general Insurance having commenced iher actuarial journey in a large Australian mutual before then working in both established and developing consulting practices. She more recently served as the Actuary on the Asia Pacific management team of a large multinational general insurance company. 

Andrew Doughman

BCom, BAppFin, FIAA

Andrew is a General Manager at Allianz Australia, responsible for the functions of Underwriting Services and Reinsurance. Prior to joining Allianz, he worked in a number of other roles within the General Insurance industry including as a Senior (Reinsurance) Underwriter and Client Manager with Hannover Re, as a Senior Manager with EY and in Product Management for Suncorp. Andrew has deep expertise in stakeholder management having dealt with a number of different functions within insurance and reinsurance companies as well as with brokers, clients and regulators.  

He is a strong believer that people are the key asset to any financial services organisation and that outperformance stems from helping people to achieve their best. Andrew is passionate about the role that insurance has to play in our ever-changing future, particularly as job functions adapt and the skillsets and cultural change that will be required to get there.  Andrew is married and has two young children which keep him well-occupied outside of work, although he does enjoy teaching maths to the older one!

Jefferson Gibbs


Jefferson is a Senior Partner in KPMG Australia managing a team of over 20 professionals.  He has more than 23 years’ broad actuarial consulting experience, specialising in General Insurance, self-insurance and corporate risk management.  Jefferson has a passion for steering strategy in new areas of product development, which creates opportunity and drives his team and colleagues.

Jefferson has worked in Australia, New Zealand, the UK and the USA.  Through his vast experience he has been involved in projects with insurers in over 20 insurance jurisdictions around the world.  Jefferson works for Government clients as well as private sector clients.  He has a depth of experience as an Appointed Actuary, strategy/policy work, peer review, audit assist, reserving and valuations. 

Annette King


Annette is an independent non-executive director of FNZ, a fintech company specializing in wealth management technology. She is co-founder and chair of Galileo Platforms, an insurtech company.  Previously she was CEO for Manulife Singapore and has held roles as CMO, CFO and GM. Annette has worked at Manulife, AXA, Mercer, Jacques Martin and Colonial.  She has worked in Australia, Hong Kong, Singapore and New Zealand.  Annette has previously been President of the Life Insurance Association of Singapore and also Council Member for the Singapore Actuarial Society.  She is a Fellow of the Australian Institute of Company Directors.

Bill Konstantinidis

BEc, FIAA, MBA(Exec)

Bill has extensive experience within the general insurance area. He is currently General Manager Product at Covermore where he looks after the product, underwriting and actuarial teams of the company for travel insurance. He was previously Executive Manager Pricing Commercial Customer at Suncorp within the Chief Data Office (where he managed a large team of actuaries and analysts covering valuation, pricing and analysis of a wide range of general insurance products across the Suncorp Group), having held other Executive Manager positions with Suncorp prior to that. He has also held Chief Underwriting Officer/Executive Manager roles with Allianz Global Assistance, RACQ Insurance and CUNA Mutual. In 2011 he was President of the Queensland Branch of ANZIIF (Australian and New Zealand Institute of Insurance and Finance).

Chao Qiao

BCom (Hons), FIAA, CERA
Chao is an actuarial consultant with PwC who provides consultancy services in general insurance premium pricing, reserving, forecasting, monitoring, data collection and experience analysis. Chao also works on broader projects within the financial services industry, including regulatory reviews, product research and risk management. Chao is a recently qualified young actuary, and actively participates in research and discussions, especially on longevity insurance.
